I agree.  I think the specification in 4.3.2, which I believe
should be viewed as definitive, is pretty useless.  It would
have been better to state the minimum upper bound in the text
of the specification (on a per attribute basis) and for length
published in the subschema to represent the actual server
specific constraint.
